The refusal of the call occurs when the hero hesitates to accept the challenge, so something negative must happen to push the hero into the adventure. Here are two examples of this. The first example: in Star Wars: Episode IV A New Hope, Luke Skywalker refused to learn the Force and go to Alderaan with Obi-Wan Kenobi. As a result, his uncle and aunt were killed by the stormtroopers when the Empire was looking for R2-D2 and C-3PO. Their deaths motivated Luke to embark on the adventure. The second example: in Kingdom of Heaven, Balian refused to accompany his father, Godfrey of Ibelin, to Jerusalem. Later, he killed his brother, who was a priest, because he insulted his wife by saying she’s in hell, despite lying to Balian about not knowing where she was buried—at the crossroad—because she committed suicide. Balian then had to leave the village and travel to Jerusalem. This story does not include a refusal of the call because the heroes are trapped in the cave.
